The treasure book has items that can only be unlocked with a code. You can get that code by buying a club penguin toy at toys r' us.
To get to the treasure chest:
1. Go to the town (area to click is circled)
Enter the gift shop on the right:
Then click the treasure book at the bottom right corner of the club penguin screen:
Then keep turning the page until you get to this page and click the button that says "Ive got a code!"
